Councilor John M. Tobin is trying to put ban on texting or typing on a mobile phone while driving in Boston. Tobin expects councilors to sign off on the bill and have it sent to the mayer by Dec. 16. Fines would be modeled after other states that have already put a ban on texting and driving starting at $150 for your first offense, and up to 6 months in jail and a $1,000 fine for a third offense.
